I. Solution Background
With the establishment of the National Rural Revitalization Administration, efforts are being made to form a "five-in-one" management framework involving the Party, government, military, police, and civilians. Drawing on the concept of "Internet+," there is a need to achieve real-time communication, village and town information collection and reporting, daily office work, duty management, and map integration as the core. This will create a joint operations platform that integrates functions such as rapid reporting of village and town security information, emergency response to unexpected situations, and joint duty management. The platform will serve as a real-time interactive communication platform between emergency management departments at all levels, village committee duty rooms, and the general public. This will ensure that village and town information is handled in a real-time, confidential, convenient, efficient, and shared manner, significantly enhancing the ability to obtain border intelligence and respond to emergencies.
By fully leveraging the enthusiasm of villagers, who are highly familiar with local terrain, households, surroundings, and activities, and who are often the first to know about incidents in their villages, the platform enables them to use their smartphones to capture and upload images, videos, audio, and text information in real-time through a mobile application. Managers can promptly filter valuable information and report it to relevant higher-level departments. In case of emergencies, villagers can use the built-in one-touch alarm system to send real-time location information, enabling quick alerts. Alarm information is sent to the software management platform and displayed on a digital map along with video footage.

1. Rapid Reporting to Higher Authorities: Enables fast reporting of information (including text, voice, video, images, location, etc.) to one or multiple higher-level authorities and receiving instructions from them.
2. Precise Location Display and Communication: Displays precise geographical locations and the positions of nearby users (who have installed the software). Allows one-on-one or group communication, voice intercom, or announcements, similar to the real-time location sharing feature in WeChat.
3. Chat Functionality: Implements WeChat-like chat features, including creating a contact list (or address book), forming groups, and enabling one-on-one or group chats (referencing WeChat).
